Cape York residents urged to make a plan to shelter from Cyclone Narelle
There are "places of refuge" but no designated cyclone shelters on Cape York Peninsula. Local leaders say residents need to make a plan to stay safe as a potential category four or five storm approaches the Queensland coast.
